HI Raghu my question is how many of them honestly can say that they took the Driving licence with the correct displine of rules...? no one so in this case the corruption is started or intiated by us

Agreed. A bribe giver is as much at fault as the bribe taker. However, in this country corruption, especially taking or giving petty bribes to get work done has become a part of an average Indian's daily life, so much so, that people don't find it a crime any longer. It is high time that this attitude undergoes a change and the processes are stremlined. This can only be done if each individual decides to take it upon himself to fight and resist paying a bribe. Imagine the strengh of a billion such individuals who are ready to fight for their rights! If one follows the right procedure and is firm that will get work donw without paying a bribe, no corrupt individual officer can stop him. There are tools like the RTI, Lokayukta which one can use to fight corruption.
