Dear Vasu,

Visit the Karnataka website http://rto.kar.nic.in/.  The 'services' clearly define the entire process on how to procure a driving licence. The citizens' charter also clearly states that the DL will be delivered 'next day between 4:30mm to 5:30PM, Or Test conducted at Camps: After two days between 4.30 pm and 5.30 pm". Citizen's have every right to demand the standards and services in the charter. Next time you visit the RTO office, take a copy of the citizen's charter with you and firmly tell them that you are entitled to the the services mentioned in the charter. Firmly ask them for the status of your driving license. If they still refuse to divulge the details, then threaten to take the matterup with the higher authorities and do take it up if they are still persistent.

Citizens have also written to us by saying that they patiently waited for their passports/licenses as there were unnecessary delays and they didn't want to quicken the process by paying a bribe. They finally got the passport and license. Though the process took time, they did it without paying a bribe. The satisfaction of resisting a bribe and standing up against corrupt officials is worth the wait.

Regards,

Raghu
