I am a holder of driving licence[LMV] which will expire on 29.12.2015.The licence originally taken through the driving Institute [ Har Maruti Driving institute Kannur].By the time my temporary address was shown by them as Har Maruti school Kannur and driving licence obtained from RTA Kannur .Permanent address shown in the driving licence is " Ushas ",P.O.Edayannur= 670595.For renewal of my licence, I approached the RTA Thalassery with the requisite documents along with the chalan of Rs.250+ 50 service charge and another chalan of Rs.50+ service charge Rs.20/- for DL particulars obtained from Akshaya kendra Chalode . But the Sub RTA authorities insisted me to meet Sub RTO /MVI personally and get permission apart from payment of additional fee of Rs.250/- .Actually there was no change in address.But they insists to renew the licence from the same taluk in which I am residing.But there was no change of taluk before and after taking my original licence and there was no change in permanent address.My application was rejected by the Supdt.RTA kannur stating that I should meet personnally the MVI and get his permission for renewal.Is it necessary to obtain permission from MVI for renewal of my driving licence where in there is no address change.
