Unfortunately, even though in my view your college clerk is committing an act of corruption, under the restrictive definition of the term 'corruption' under the Prevention of Corruption Act, only public servants can commit the crime of corruption. Therefore, I would suggest that you gather evidence and go to the top management and hope for the best, that your complaint will be heeded. Ipaidabribe.com has been making the point that the law must be amended to enlarge the definition of corruption, to also cover acts by the private sector. We are working closely with a new initiative in this direction. Let us hope that something comes out of this.
