I bought 2 bottles of liquor with a valid permit from goa. However...

I bought 2 bottles of liquor with a valid permit from goa. However the bottles were siezed and taken by excise officials at the maharashtra check post.
Can they siexe the liquor even if passengers carry a valid permit for 2 bottles?
