I am afraid I do not have the knowledge to guide you fully. My first impression is that you need not pay betterment charges if you have already paid them. However, in case the Akrama Sakrama guidelines are different, then I might be proved wrong. The fact of the matter is that nobody knows the correct picture and we might have to wait till the final guidelines come out.

I bought a gramthana site in JP nagar in late 90's. Thereafter constructed a house with grampanchayat approvals. Titles are clear - we are absolute owners. Got a BBMP Khata A sometime in early/mid 2000. (Now this area comes under BBMP - it is a non dc converted layout and betterment charges are not yet collected by BBMP.) My queries are: (1) Do I still have to pay for the betterment charges when BBMP starts collecting (inspite I having a Khata A) (2) Do I need to apply for regularisation once this much talked akrama sakrama is implemented
