Actually, you need not give your email address on IPAB. We will protect your anonymity. As regards your report, I am aghast at the state of affairs that you report about the department. I would suggest that you go to the press with these details. In fact, if you have more details, it would be useful to send them to the press. Senior officials in the department might also be responsive. I would however suggest that if you wish to escalate the matter, it is best that you go directly to the Director, or to the Secretary of the Department. Given the general deterioration of services of the State Government, I would suggest that you go directly to the Lokayukta, for action to be taken against the Superintendent. It may also be useful if you could persuade a vigilant member of the press to undertake a sting operation against the superintendent.
