I got my first license in Chennai. Subsequently I have been residing in Mumbai and have all documents to prove it. The license has expired and the RTO in Tardeo Mumbai is demanding a No objection certificate from Chennai. My questions are:
1) As per Motor vehicles Act it is not mandatory but desirable to have a NOC. In such a case why cannot the RTO let go of the requirement after due diligence.
2) As per the Motor vehicles Act, any competent road transport authority is authorised to renew a valid driving license. Why cannot then the Mumbai RTO do so.
3) Can I get the RTO to put down their refusal in writing so that I can take further legal action or approach the Ministry of Road Transport or file a PIL. Am I right in demanding this written acknowledgement of their refusal.
