Low salaries can tempt people into corruption, but higher salaries do not per-se reduce corruption, because there is no limit to peoples' greed. What reduces corruption is the deterrent effect of strong anti corruption laws, and the fear of punishment, and confiscation of properties earned through corrupt means. Also, if systems are simplified, then corruption automatically comes down. One reason why services are delivered better in the US is because there, the governance functions are decentralised to local governments, who are more closer to the people and are more accountable. Moreover, staff are not permanent and can be hired or fired with impunity, if they do not perform. I believe that the main reason why we are so inefficient in delivering services is because our government staff are permanent, and not enough powers and responsibilities are decentralised to local governments.
