It is a pity you had to pay a bribe for the processes. However, I suggest you visit the passport officer once again. This time, keep a complaint ready to submit to the senior officials in case they are further delaying your process. If this doesn't work, then file an RTI application to check the status of your application. Despite having paid a bribe, you did not receive your passports. This time use the RTi tool. The process is time-consuming but it does yield results.

I have applied for the Passport for my mother, wife and 1.2 year baby boy, but still I am waiting for the Passport where as I have paid bribe for 3 places, first for the Police verification, then for LIO, and then one more place. Application Date : 04-05-2011 and still i haven't got the passports. By this date all the police and LIO verification was completed.
