I have a general question... at most of the govt sectors we need to bribe them and get the work done. There are many reasons for bribing. One of them is that they do not have sufficient information. F

I am afraid the situation is not ideal at the moment. You are absolutely right that people pay bribes because they do not have enough information. Sadly, most governement websites are also not clear. You could take the following steps. As regards traffic violations, please keep a copy of the motor vehicles act and rules in your car. Please flag the appropriate page. If a policeman stops you, please ask him for the rules under which you are being charged. Please show him the rule yourself. Normally, they get a little jittery when they meet a citizen who questions them and has knowledge. The idea is however, not to use to law to avoid paying a bribe. If you have made a mistake, pay the full fine, and take a receipt. With respect to other departments, please keep citizens' charters with you. They are very useful for showing to officials and insisting that you be served in accordance with the commitments given in the citizens' charters. Finally, always demand the rule under which you are being asked to bring a document or the other. If government officials do now show you these, please file an RTI application to get the document. These are not easy things to do. They might delay your work. However, if you want to fight corruption, this is the only way to go about it.
