Please go to the Central Board of Customs and Excise website and report your grievance there. As regards the custom house agents and other officers of various importing firms, they do collect money in the name of the customs officers, but how much of that reaches the officers is anybody's guess. 



I am informed that there are systemic safeguards such as strict monitoring of parameters of clearances. For instance, a customs officer informs me that 85% of the documents get cleared within 24 hours and 95% in 48 hours, particularly in high transaction centres such as Mumbai and Chennai. The information is available on line and monitored on a regular basis. Only very few centers which are not connected to the main server (which may constitute 2-3% of the total number of transactions) are manual. There also the clearances are monitored.  In addition, I am told that a RMS (Risk Management System) has been introduced whereby major importers with unblemished records documents are cleared without any interface with any customs officers. In the 2011 budget a system of post clearance audit has been introduced whereby the importer can self- assess the goods, clear them and thereafter auditing is done. No document of any importer is held up without communicating a written objection in the form of query memo. In these circumstances, I suggest you meet the Commissioner also and seek assistance. It is not possible that a lot a reforms take place and the consumers still do not know of it.
