I have purchased a flat at Cholanayakana Halli (Hebbal - ward no.22)...

I have purchased a flat at Cholanayakana Halli (Hebbal - ward no.22) from the builder and registered as per rules. We are having approved plan sanction (land is converted from agricultural status to residential)from BBMP and tax is paid upto date from builder(land tax). Now the building is completed and we would like to have A katha on our Individual names.As per approved plan, we are having A and B wing.Due to money constraint builder could not start A wing and completed B wing. We, from B wing want have A katha. Few brokers told , we can have only B katha, which we are not interested. Is it possible to get A katha and we can pay building tax to Govt? Pl advice and let us know whom to meet directly.
