I having driving licence which was issued RTO Shillong, Meghala.

I having driving licence which was issued RTO Shillong, Meghala. My driving licence renewal due is in year 2016, but at I,m present at Delhi. My question is that may I renew driving licence in any state of India without NOC, If not may I apply for NOC through correspondence with RTO Shillong.
