The supply of electricity to new flats is governed by the Conditions of Electricity Supply, issued by the Karnataka Electricity Regulatory Commission, Chapter IV. Under clause 4.01 of these conditions, it is the duty of the Electricity supply company (The ESCOM) to supply electricity on request., if they are given an application by the owner or occupier of a building.</div>

Under Clause 4.02, an applicant has to comply with the following requirements:</div>
<p>
(i)&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Application to be filed in duplicate, along with the fee at the local office of the BESCOM. When you file the application in duplicate, the BESCOM office must return the duplicate copy of the Application acknowledged with seal &amp; signature. They are also supposed to make known to you, the provisions ofthe KERC (Duty of the Licensee to supply Electricity on request) Regulations, 2004Annex-1.</p>
<p style="margin-left: 55pt;">
(ii)&nbsp;&nbsp;&nbsp;&nbsp; Attested or Photostat copies of the following documents as applicable shall be enclosed along with the application.</p>
<p style="margin-left: 110pt;">
(a)Proof of ownershipof the premises or proof of occupancy.</p>
<p style="margin-left: 110pt;">
(b) <span id="lw_1284633684_5">Indemnity Bond</span> if the Applicantis not the owner of the premises.</p>
<p style="margin-left: 110pt;">
&nbsp;(f) Proof of Permanent residential address of the Applicant and PAN number, if any.&nbsp;</p>
<p>
(iii)&nbsp;&nbsp; The application shall contain full address, location sketch, and contact telephone number, if any and the name of the nominee.</p>
<p>
(iv)The Applicant shall indicate in the application form the name and address of the <span id="lw_1284633684_7">Licensed Electrical contractor</span> (LEC) with whom he intends to get the interior wiring work done.</p>
<p>
<span id="lw_1284633684_8"><span style="font-weight: bold;">(v) </span>Government of Karnataka</span> has issued the Notification No: EN 396 NCE 2006 dated: 13.11.2007 under which a <span id="lw_1284633684_9">Solar water heating system</span> is mandatory for residential buildings with built-up area of 600 Sq. feet and above constructed on sites measuring 1200 Sq. feet and above, falling within the limits of Municipalities / Corporations and <span id="lw_1284633684_11">Bangalore Development Authority</span></p>
<p style="margin-left: 16.5pt;">
&nbsp;<strong>The applicant shall indicate in his application that he will install the <span id="lw_1284633684_14">Solar water Heater</span> as per the above Clause and produce an undertaking on&nbsp; plain paper for having installed the Solar Water heater along with the agreement and CR/WD before issue of the <span id="lw_1284633684_15">Work order</span>.</strong></p>
<p>
It is the duty of the BESCOM office to verify the application and the enclosed documents at the time of receipt of the application and give an acknowledgement after satisfying himself of the completeness of the application. They are also supposed to give you any assistance required for filling up the application. In fact, under the rules, it is their duty to identify or nominate an official to provide such assistance!</p>

Under the Conditions of Supply of electricity for distribution licensees, published by <span class="yshortcuts" id="lw_1284889249_1">the Energy</span> Department of the government of Karnataka in the Offiicial gazette dated 17.06.2006, installations shall be transferred to the names of the individual owners in a housing complex on production of proof of ownership and on payment of transfer of installation fee of Rs. 100/- .&nbsp;&nbsp; The procedure is narrated in condition No. 9.14 read with condtiions 36.00 and 30.10.</div>

Now that I have given you this information, the rest is up to you. Once again, please remember that you need not pay a bribe. I suggest that you carry these downloaded conditions to the office when you go. Look people in the eye, be confident and demand your rights, politely but firmly. Please remind them that it is their duty under the law to give you an electricity connection, if you have submitted the application in the prescribed form, with all the documents as stated above.</div>
