It is very much essential to understand the root cause. Further Prevention is Better than Cure.
Mahatma Gandhi Father of our Nation, in 1936 discovered that Provincial leaders have amassed wealth by foul means, and hence wanted to disband Congress soon after Independence Day. But, our politicians did not approve. Mahatma Gandhi did not take part in the Celebration of Independence Day. Therefore, we have to blame the politicians at that time including Nehru.
Our people will not approve this. Our Rulers frame rules in such a way that they get bribe money if the work has to be attended. Therefore, fix a date to accomplish the duty or fix a penalty or punishment for the person who is not attending to duty. Especially, Municipalities, I.T., Sub-registrar Offices, Excise are the Departments where the work goes on by bribes only. Please arrange scanning 24 hour scanning in all these places. Fix a time frame to execute even tiny jobs. Please revise the Rules where there is scope for bribe. Further develop our Nation's Pride. Find ways to develop this. Then only you can proceed on this campaign. I have suffered from bribe problem all my life. Why mention 1 or 2 incidents?
