Last renewal of my licence was done at Gurgaon Haryana. I now reside permanently at Shimla. I am told that an NOC is required to renew my driving licence. Whereas a request for an NOC will be submitted can the licence be renewed if no communication is received from the Licencing authorities at Gurgaon. Can a licence be issued if no communication is received for a period of 30 days. Also, do I have to go physically to collect an NOC or can it be sent to the registration authorities at shimla who will forward my application for an NOC
