Learning licence and Driving Licences

I have Learning licence for Two wheeler .. I asked to pay bribe to get my DL.When i refuse to do the same...The agent took my LL and Rs 500 and not returned it to me .The amount he asked me to pay for Dl ( Only for Dl) is Rs 1500/- . Please let me know how to solve this problem. i dont want this to happen in my Country .pls help me
