My driving license was issued with wrong address. I had tried to change the address and they issued a new license with same address and didn't bother to resubmit my application again due to the hassle of dealing with RTO. Now, I find that my photo is completely smudged as well as the License number. This is causing a problem, when I use it at Airports for ID. My license is expiring in July 2018. Need to get a duplicate license made as well as get the address changed. How should I approach?
