My father-in-laws' mother had willed 3 of her flats to her 3 children

My father-in-laws' mother had willed 3 of her flats to her 3 children and she died in 2004. The property is in chennai. Two of the brothers got the papers done for their portions and transferred the properties to their heirs. My father-in-law does not appears to have done any documentation for transferring the flat to his name. We do not see any papers at home. He is no more now. In EC records also his flat is not found, while other 2 brothers properties are appearing.
But we found a one sheet paper of Chennai corporation revenue department showing the name transfer from his mother to my Father in law as PER COURT ORDERS in 2007.
My husband has been paying property tax uptodate. In property tax receipts my father-in-laws name appears.
In the absence of any other paper how to get the property transferred to his legal heirs.
my question is,
A) in the absence of any papers in his name how could he get the name transferred in the revenue records? have they done it based on the probated will, as there is a remark stating AS PER COURT ORDER?
B)How his name is appearing in Property tax records?
C) Is there a possibility the property papers are lost? Even in that case in EC the name should reflect.
D) Now based on the grand mother's will can the heirs claim the property? What is the procedure?
