My father was aasst director of agriculture ap govt and died. my mother was getting pension she also died. my brother a physically and mentally retarded penson is there. he was sanction pension by the then govt. but the treasury people are now asking physically handicapped certificate. his illness is there right from the birth. he is aged 50 yrs. He is not having aadhar card since he cannot move from the house and shoults loudly with vulgar language hence he was kept in a romm in our house only. Please help how to get certificate . here in patanceheru when I approached mpdo the staff are asking aadhar card. please guide how to get
