Official bribe in Registration office to register the property in Sarjapur registar office

Hi,
In the registar office, officially the staff is demandning 15,0000 to register the flat. My mates who took the properties in the same project and registerd paid and registerd their properties. My loan is from SBI. It is so painful that, the nationalized banks like SBI is also supporting this activity .Every one is telling that, we can't avoid that bribe to register that property. I do not wish to pay the bribe. Please suggest me a way to avoid this?
