Tired international travelers are an easy target for such officials. It is a pity your friend fell prey to these corrupt officials. Next time, I think you must threaten the officials, take photographs and show them that you are conversant with the laws. Please ask them under which law they are charging you.  The website of the central excise and customs is quite informative. http://www.cbec.gov.in/cae1-english.htm They have provided a list of all the chapters, the specific goods that come under the chapters and the duty.

Often we see the customs Officers and Police men taking bribes, when some one is coming out of the airport after collecting luggage (we usually don't see this when we are traveling abroad, but quite common while traveling back to INDIA) Incident @ Hyderabad Airport: one of my friend carried 32" LCD TV from Dubai, customs people said to him that he should pay duty on that and asked him to pay a duty of 17000/- INR, and as usual my friend started bargaining with them where they agreed at 7000, which he had to pay and left the place, in the very next flight another college of mine also came with a TV, where he was not even stopped. Raghu Please let us know what are actual rules, and also please let me know on how should we further proceed on this issue.
