Oh those unholy words.. "chai pani ka kharcha" !!
I have been waiting to be inducted into government service.. and waiting..and waiting. IN August 2012, the Central excise department of Bangalore sent my documents for Police verification to Delhi. In a month it was back to Bangalore.. and no.. nobody even called me once. It went back stating "Address cannot be traced." Well, they had my number! So I called Central Excise Dept. and furnished my details again. In october I found out that my documents are in Delhi, at Delhi Police Bhawan, **** ********** Road. So I went there to find out where exactly they are.. on 27th October. But the lousy department had their system down, and I was asked to come back after 5 days, and so I did. This time I got my CVR number and was told my documents have been lying in ********** Vihar for a month! and they still hadn't called me! So the very same day I went to ********** vihar CID office. A person called ********* **********, Head Constable was responsible for conducting verification in the area. When I told him my documents are here, he first asked me who I was and said he doesn't know of any such documents, but on producing the CVR number, he searched his table drawers and found my documents lying at the bottom. And then he said, "It's good you came. These documents have been lying here for a month". Oh well, isn't he the one supposed to be going to verify the address? Or may be call me? He said my documents didn't have complete address till I showed him it did. And then he said the address is intraceable and there are too many houses with the same house number in the locality. Really? And when I said you could have called me, he said there was no number, and again I had to show him that there was. Then he reluctantly pulled out the forms and asked me to get it signed from my landlord. Oh well, that work was supposed to be his. And then he said, "Aapka kaam kar raha hun, kuch CHAI PANI KA KHARCHA dena"... oh well.. he kept my documents lying for one month, made me do all the running around and had the gall to ask for money? Well, I refused. And it's been one month since. My documents went, and came right back. That lousy ********** sent an incomplete form, and lo and behold! I am now being asked to produce a residence certificate for the two years preceding this when I was in an university hostel and that too within a day.. My struggle with the clerks at the hopeless hostel office is another story. i am still waiting for my residence certificate. The point here is that He knew that the residence certificate is required, he has been doing this work for ages. But still he didn't ask me to produce it last time. He sent an incomplete form. He just punished me for not giving him his chai-pani. Well, I still refuse to pay a bribe. Lets see how long my documents keep doing the rounds of police stations, and how long I will follow them around.
