Please serve him a lawyers notice. Also threaten him that you will prosecute him in a consumer court. That should bring him around. I would also suggest that you get another contractor and file the application for the connection through him.</p>

Now we have asked for NOC from him, but v hav to be back him to get that too. Please find us a solution
