Purchased land and registered with the complete sale agreement price but still forced to pay

We registered a property sale agreement at Basawangudi sub registrar office on 28th March 2012 . We showed the actual value of purchase/sale and paid the exorbitant stamp and registration charges. We are of the opinion to go by law even if it costs to us. But when it came to the last moment the document writer came and asked for 20000 Rs for the officer inside, and I disagreed as well wanted to speak to the officer direct. But the forceful, persuasive team did not let me go in. Then started a long negotiation over phone between the officer inside and the document writer. Finally I had to pay Rs. 10000 to get the required paper for State ********** home loans. Now I had to register the document to SBI as per the loan agreement. For this they demanded another 1000 Rs. As I was trapped between seller, bank agent and 'the great servant of our democratic system' I had no way other than to heed.
When you buy a land with loan, expect a crushing moment where you paid all your part to seller, the bank agent carrying check for loan amount asking for 'up to date EC' , registration slip etc, seller wanted to get off the place as early as possible and you poor guy alone in center. All around will start asking if you are from Utopia to think of an idealistic world.
