I think this menace can be controlled only by concerted action. It is better to draw attention to this by getting citizens together, bringing the issue out in the press and then build public opinion against it. A good example of a similar initiative is the 'Meter Jam' movement, where youngsters brought to the limelight the problems they encounter in getting auto drivers to follow rules and charge by the meter.</p>

You could for a start, list out the junctions where this happens, photograph what is happening and go to the press. This will help to pin down the responsibility on the specific police personnel who man these signals and help senior officials to fix responsibility for such lapses.</p>
