Recently got shifted to jalandhar from Visakhapatnam. Carried noc

Recently got shifted to jalandhar from Visakhapatnam. Carried noc of tvs wego & activa with me.Here in jalandhar rto the amount asked for getting the new registration is Rs.9000 each !
Can someone please advise in this regard ?
