Refusal of outstanding leave encashment from the employer after the resignation.

Dear Sir, This has a reference to my recent job with ************* School as a teacher. Sir, I have worked in the said school for seven months from 1st June 2012 to 31st December 2012 (both days inclusive without any breakage). At the time of joining, the school authority had promised me to provide benefit of the leaves as per the rules applicable by the state education department. Now due to the reasons of their own the school authority has suddenly decided to sack me with effect from 1st Jan,2013 which I was forced to accept without any justification. They never provided me any appointment letter nor did they give me any termination letter when I was told to discontinue my job. The scenario is similar for almost all the teachers (more than one thousand) working over there presently also. The school authority now denies paying me my accrued leave encashment for the period of my association with them. This is an arbitrary and unjustified action and displays the worst case of employee exploitation and corruption in the day light in front of the State Government and the ministry concerned. I have time and again talked to the authority - the principal (Mr.*********, Mr ************** asking them to pay me my justified amount outstanding until the said date but they have plainly refused to do so. This has left no chance for me but to lodge a complaint against the concerned authorities as under.
1. The school has never ever given me any letter of appointment during my association with them from 1st June, 2012 to 31st December 2012- seven months.
2. The school is maintaining fake records regarding the salary paid to the teachers on paper and exploit them by forcing them to agreeably sign on the double/excess amount of the actual salary being paid to them.
3. The salary is directly deposited into the bank account of the employee as per the fake records but the employee has to return the “excess/half of the” amount “in cash” without fail.
4. This way the employer is generating a lot of black money every month.
5. The same is applicable with the school fees being received by the school from the students. Again a fake record is maintained for the so called auditors.
6. I suspect that there would be a fake record for staff leave and other benefits also.
7. The school is running extra classes almost daily but again the teachers involved are not paid adequately and the record for these extra classes is also not maintained.
8. The school buildings are frequently used for the purposes other than the education such as renting it for a wedding reception or other such commercial purposes.
9. On public holidays teachers are forced to attend the school even when students are allowed to have the holidays. These times the teachers are not allowed to sign in the register to show that they have not been present on the same day.
10. Some of the senior teachers are actually working with the government schools but unduly benefitted financially with the association with the school due to the lack of vigilance from the concerned state authorities.
11. The school is having several buildings in Rajkot and one of them- ************* -3 (English Medium Section for standard 8th,9th and 10th)located at cross road of university and ********* road, has been built in a residential location overlooking the prevailing rules of the corporation.
