We have lost our passport and now police ask for 15000/ passport to register a FIR what shoud we do for the same

You need not pay any amount to get an FIR registered. It was the sub inspector on duty who probably asked you for the bribe. First report him to the Police Inspector of that station. If your problem does not get solved, please take an appointment with the Joint Commissioner, meet him and explain the situation. Make sure you have spoken to the Police Station Inspector first, as thats the first question the JC of Police will ask you. 



However, in practice, filing an FIR is tricky, because the police official is almost fully certain that nobody will complain against him. Because he knows that he will not get caught, he demands a bribe, sure that citizens will pay. There are some tricks that we have repeatedly written about; how to shame corrupt people into not taking bribes.  These are as follows:



(1) Do not be submissive. Look confident. Look corrupt officials in the eye. 



(2) Call him by his name. Ask him for his name, if he is not wearing his identity badge. In fact, ask him why he is not wearing his identity badge? Do not call him Sir. Be polite but do not show unnecessary respect.  Be firm and confident.



(3) Read download and carry the FAQs the points that we have mentioned above Talk about the Right to Information Act also. Nearly always, such officials are always afraid of knowledgeable  people.



(4) He may make you wait. But if he makes you wait for long, complain loudly. Say that you will complain to higher authorities.



(5) If he tries to browbeat you or divert you with some long story, cut him short and ask him how much bribe he wants. Loudly, so that others also hear what you are saying. Then say that you will pay him if he gives you a receipt. Or make it very clear that you will not pay him one paisa. And that you will sit in front of him till he accepts your FIR .

(7) If he tries to poke holes in your FIR, sit with him and refuse to leave unless he gives you a written endorsement why he is refusing to give you a birth certificate.



(8) Carry another mobile with you and record the conversation on it. You will then have evidence to pursue the case with higher authorities.  Dont be afraid. Remember, the smallest action is much better than the most noble intention.



And when you get your certificates, do not forget to report your story in the -I didnt pay a bribe section!
