First of all, do not be submissive and meek. Ask the official loudly, so that everyone can hear as to why should you pay a bribe when all the documents are correct. Threaten to complain to senior officials in the Transport Department. If this doesn't work,, file a complain in the Lokayukta regarding the concerned official who is demanding a bribe. The Lokayukta will definitely look into this.
