Many are just compelled to
When i asked for domicile certificate enquiry.. suddenly i came across by few agents who assured to get it done before time saying they diect contacs with seniors..
To report this i went directly to the person incharge..when i talked with him. he humbly tld me how it is not at all necessry to pay bribe. under his jurisdiction..
the people who actually ask for bribe are sometimes compelled by seniors so that there name are not disclosed.
as in evry house"boss is always right". people who don't want to involve in these practice are harrassed by the seniors by one way or other..
to get away from this tragedy they have to work accordingly..and actually collect the sum for the seniors..
