Please you decide this is a mistake or corruption

I have secured more mark than a particular candidate in a exam conducted by ODISHA PUBLIC SERVICE COMMISSION in a particular category. but he have been selected even if he secure much more less mark than me. regarding that when i discuss with the chairman they dont listen. Then i go through the court (SAT). Considering that honorable court give stay order on that , still that candidate got that job. higher education department give job to that candidate violating the court order. form last six month i tried but still now I dont give any satisfaction reply form any where.
If selection of that candidate is just a mistake then violating the court order giving appointment to that candidate is simple a mistake or ..............
you decide and help me please
