You can do it without the touts
I needed to get my University Certificate and marklists notarised by the state department. Everyone I spoke to said that they had just "hired" someone to do it for them. And when I went to the department, there were plenty of touts hanging around offering their services.
In fact, it was possible to do the entire process on my own. It involved a fair bit of running around, multiple visits to the office and police station. But the bottom line is, however broken the system is, it still works and if we put our foot down, we can do things the un-corrupt way.
