10000 to register my flat in my name

Not only me, many(at least 300) would have paid Rs. 10000 bribe to the begur register office to register our flats. Our builder/promoter is also in connivance with this office.
Builder pretended helplessness in this. But I can't believe this. The flat was booked nearly 4 years back and I believe everything is right as per the information provided by the builder.
