15000 Bribe for wireman and supervisor licence

I want to take a wireman licence and a supervisor licence for registering my firm at electrical safty department. The orignal licence fee is only 2000 rs (1350+650) but Mr. Panday,( ******* ) Clark of faizabad office take 15000 for thease licence.
