2 year's pending phone shifting was addressed in 1 week for 500

We moved from a rental flat to our own flat in Mumbai, which was at a walkable distance and applied to shift our phone connection. For 2 years the MTNL authorities kept telling me that my area doesn't have cables and to check after 2 months. When 10 residents of our building contacted the MTNL person after collecting Rs 500 each and told him that they will give him Rs 500 X 10, the very next day he sent one electrician in our building who connected the cables and within 1 week our phone line was working. I reported this incident to Prime Minister of India. It was a BJP government that time. After 2 months a MTNL Vigillence officer came to my home with a fax message which has come from PMO to the local MTNL's office and inquired about the incident. The MTNL person, who took the bribe pleaded in front of my father to save his job and my father gave him in writing that the complaint was not correct. So ultimately no action was taken in that case.
