200 Rupees for Scooter not to be towed

I was taking a trip around my neighborhood when I was apprehended by the police for not wearing a helmet or carrying my wallet with either my money (for bribes such as this) or license. I pleaded, stating that I was only taking a trip around the neighborhood but they were ignored. When I went to call my mama, the traffic policeman said to "call whomever I wanted" proposing it wouldn't make a difference. My mama came after 5-10 minutes and talked with the officer. At first, my mama asked him not to tow it and then asked him how much he wanted. The reply was 200. My mama took out 500 rupees, was given 300 rupees change and then I was free to go. These laws giving police the power to stop anyone they choose and immediately tow the vehicle instead of, stopping me until I confirm my identity, allows corruption from the people to escape. Now I always wear my helmet and carry my license but make sure to have 50 rupees, at any given moment, as to bribe the officer if he insists that I am in violation of the law because even if I'm not, I can't fight them alone (through MY personal connections, not my grandfathers or mama's).
