2000 Rupees paid to get RC Copy for Car

In no other city except Navi Mumbai the RTO Officer demands a registered rent agreement as address proof to sanction vehicle registration. How can we get rent agreement registered! we are not even going to stay for more than a year in the same apartment then why spend unnecessary money for that!
In lieu of registered rent agreement I paid 2000 rupees to the officer and agent in all for getting vehicle registered.
