My wife had applied for updating Photo, spouse name, address change and removal of ECR stamp. She had applied in Sep 2010 and we had no response for more than two months. When we went and asked for an update, they said the DOB was wrong, whereas in the photocopy of the application there was no mistake. After a second application and not getting any reply till Dec, we met an agent who sits outside the Passport office and coughed up the required amount and the passport was delivered in 3 days flat.
