5 Rs for every licence application in Vellore RTO

My husband went to take his Learner's license.
The fee for application is 60 Rs. I was paying in the counter and when i paid 100, he gave me back a change of Rs 35 and not Rs. 40. When I looked back, I was simply asked to move since the next person in queue was waiting.

Before I knew it, without my concurrence, he took Rs. 5 . Everyone in the queue is silently paying it up.

It might seem silly to talk abt a 5 Rs. when there are crores talked about in terms of corruption.
Yet I think more than the amount, the act bewildered me.!!

We should do something against all those people who think that taking money to do their job is their right/prerogative.
