500 paid for getting a Rs. 20 notary non-judicial stamp paper

I recently shifted from Delhi to Bangalore. I need to get a Rs. 20 non-judicial stamp paper with notary seal for showing as proof for getting a work done. I had all the appropriate documents required and when I reached there, they refused to give me the empty stamp paper itself saying "I need to drive another few miles to get the paper for Rs. 30". Without having much choice and my aging father on the side, I gave Rs. 100 (which they asked for). I now, got the paper and not the contents to be typed. When I asked the guy who brought the paper, He said it belong to a different department. Another guys showed up and said it has to go through him. He needed Rs. 400 to proceed. I'm not sure how do they do it in a office where people believe in law.
Honestly, I have no offence to those persons who got bribe from me. Neither, I'm a struggling middleman who cant afford bribe. Its just that, I'm losing hope in India where bribe is the only way to get things done - even when you are right and have all the documents required. I understand that I could have stood up there and argued as **********to get things done the right way but I guess, I was one among millions who don't have time but have money.
