8 months old also have to pay bribe for police clearnace

As per the passport India guidelines I had all the required document for Passport of my 8 months son i.e. My Passport, wife passport, Birth certificate but Police made execuse saying documents are not enough they need additional docs - letter from society + Bank statement + Electricity Bill + BSNL Telephone bill. This is their requirment to give clearance. Even if you have the docs you have to pay the bribe or else we will simply send non clearnce. you have to pay extra bribe for not having all the docs that we said. This way the 8 months paid his first bribe for Police clearnce !!!
