Address Verification for issuance of New Passport

I had to pay 800 INR in 100 R notes since just the night before the higher value notes were decommissioned.
This in spite of have all the requisite documentation as address proof. The police verification officer also did not accept aadhar as an address proof and demanded a bank statement from a government bank (i.s. SBI, etc) as supplementary proof. Even though you are supposed to give only one document as proof.
I was made to go around my residential society and get two signatures, in spite of that being the police officers job.
Once I had paid him, he was more than happy to let the bank statement copy necessity go. Even then I asked him if he needed it and he told me to leave it with my security guard. I am sure he never picked it up from there as it was never required.
I had to travel urgently so had to pay otherwise frankly there was no need.
