Alcohol for a marriage certificate

We work in mumbai and went back to Delhi to get our marriage registered 3 months after the marriage . The peon in the registration office was the most important man there ! Why ? - because he would check your papers to see if they are in place and then write a chit & receipt for registration to passed to the higher office . It literally "paid" to be the peon !! He took bribes in stages : 1) Given the number of people that were there , Just to give you a look and acknowledge your presence 2) To look at your papers and tell them they are wrong ! so to get them right he needed his "consulting charges" 3) To write the receipt and submit the file.

He was doing with everyone around there and we too were made to do a back and forth for 3 days consecutively. On 2nd day we were told that since our fathers were from armed forces background we should have easy access to cheap liqour .. and he placed his demand for 2 litres of Johnnie Walker to be given to him apart from Rs 500 if we wanted our certificate on time.
