All in the name of dresscode

I recently went to Sri Kalika Durga Parmeshwari Temple in Vidyaranyapura Bangalore. I had worn shorts which according to their arbitrary "dress code", is not allowed. The security there offered a used dhoti as a temporary measure.
After a while, the security and another person intercepted me during my circumambulation and told me I cannot stay in the temple because others would want to do the same. It ended 5 mins later when I paid "kaapi kaas" to the security.

If pants and shirts are allowed, I wonder what makes a decent pair of shorts so different?

These arbitrary codes trap unsuspecting tourists and devotees. It encourages bribery.
