All papers clear for meter name change, still had to paid bribe

We bought a new flat, for which we wanted the meter to under my brother's name, he is the owner of this flat. Had all the papers clear including NOC, indemnity bonds, all bills cleared. Got it signed from JE and finally the file Stopped at the final table of AE. Who shamlessly asked for 400 rs as bribe to get it changed. Even though he agreed that all papers were clear, said this is processing fees and is collected minimum from everyone. Could not help myself as I had made 4-6 rounds of the office and could not afford more rounds.
