Anomalous Registration Fee in Udupi, *******

Recently, I registered a new property worth 50 Lakhs in Udupi district (KARNATAKA). The property itself cost 50 lakhs and the registration fee...?a whopping "10%" of the property value. Although the Regestration fee fixed by the governament amounts to less than 8% of the property's registered value the people of Udupi district have to pay an extra 2%. One of my friend registered his property a month ago in nearby Mangalore district. His registration fee, lawyer fee etc everything combined came just below 8% of his property value (The lawyer fee for paperwork and processing is usually below Rs 10,000). When I asked my lawyer why I should pay an extra 2% in Udupi, he said he has to bribe the registrar to get the property registered. Every lawyer in Udupi district is demanding anything from 9% to 10% of the property value as the 'registration fee' even though the government rate is below 8%. Where the other 2% goes? only God knows...!!!
