Asked for bribe 200 to get dublicate lincense

I wen to Moter vehicle department to get my duplicate license and Road Inspector Mr. ********** has written over my form come with original document every even they i was giving scanned copy of my passport and the My old had same address on that but my giving other argument that he is not satisfied with all those document we was keep on asking for document and mention in my document that "show original" even i was keeping them.
this is all because he needs money and he has ********** to bribe.
and this is india nobody comes against them. Brokers outside the RTO they asked me give 200-300 and work will get done in few hours is this right.
