Asked for the Bribe of 5000 to issue the international driving licence

Hi,

I have been asked for the 5000 Rs as a bribe to issue the international driving licence even when my all the papers are complete and true. When i denied the bribe, they refuse to issue me the licence. The incidence took place Ghazibad RTO by the people siting at room no 11 at licence department.
